exact replicas of the ones that presently exist in core/commands.

- cleaned up cmd help
- ipfs name publish [<name>] <ref>
- ipfs name resolve [<name>]
- publish validates <ref>
- both validate n args

    type NameSystem interface {
      Resolver
      Publisher
    }

should say it all.
