Cleanup.  Re-lower the tolerance in TestNoCluster,

Provide utility to convert from one Sharding type to another.

This also means that it is no longer possible to report the estimate time
left.

Store sharding function used in the repo.

Other minor cleanups.

Also use *ShardIdV1 instead of string for the shard fun parameter to
WriteShardFunc and WriteReadme.

This avoids the need for the special "auto" string for the shard func.
