Bump github.com/ipfs/go-ipfs-util from 0.0.1 to 0.0.2

Fix build on Plan 9

Plan 9 doesn't have syscall.EAGAIN. Copy some code from Go's internal
locakedfile package to check whether the file is locked by another
process.

fix: revert small breaking change

I gave a confusing review comment then failed to notice this change.

Enh/improve error handling

* Use PathError to:
  * Keep `os.IsPermission` working.
  * Help with tooling that looks for path errors.
* Tell users to use `errors.As` to determine if an error is a "locked" error.

Introduced custom errors:
* LockError
* PermError
They implement the error interface.
IsLocked function now checks error type insead of content of the error message.

I did not remove the errors package after changing error formatting. Fixing it with this commit.

Use fmt.Errorf to create error messages in a clear, idiomatic way.

I changed go.mod by accident. Removing the change with this commit.

As described in #6434, I moved error handing to the Lock function.

Use path/filepath instead of path
