* update sockaddr to remove the (optional) CGO dependency.
* update gopacket, sys & net to pull in bug fixes.

Add an implementation for Plan 9. The unit test passes with IPv4 and
IPv6.

Our CircleCI scripts check builds on a ton of platforms and have better linting.

fix: compile on bsd

go treats _goos suffixes as build tags. Use a non-platform suffix so this builds
on all supported platforms.
