remove AddrUsable (and ws transport dep)

The *swarm* should decide whether or not an address is usable based on the
registered transports. AddrUsable was making this decision based on whether or
not the appropriate packages had been imported and initialized (regardless of
whether or not we had actually registered the appropriate transports).

reduce subtract filter allocations to one

Update Travis CI.

We *should* only be calling this method once (or once every time we change the
filters) but we currently call it every, damn, dial.

The default install doesn't do anything anyway.

AddTransport: Dynamically extend transport list for p2p-circuit dialing

Necessary to implement a Transport in go-libp2p-circuit.
