upgrade protobuf and switch to bytes keys

buffer writes when sending protobufs

The protobuf writer performs multiple small writes when writing a
message. We need to buffer these, otherwise we'll send out a packet for
each Write call.

Fix docstring and gx bump

typo in dht_bootstrap.go

Bootstrap immediately after calls to BootstrapWithConfig

don't treat a canceled context as a successful query

Addresses CR and ensures that we don't wait 10m for tests that should never take
more than 5s.
