We keep running into races so I figured we might as well just make this all
thread-safe. It should have no effect on performance.

The actual _bug_ was setting the write deadline while writing. But we might as
well just have read and write locks.

Update go.mod to require Go 1.13

https://github.com/libp2p/go-ws-transport/pull/68 uses the new `CopyBytesToGo` and `CopyBytesToJS` functions, which are only available in Go 1.13.

feat: faster copy in wasm

Use the new CopyBytesTo* functions to avoid copying byte by byte.
